Ahh. So you're assuming that the introduction of such a thing would hasten the demise of the government, as all the smokers stage a revolution?

Its interesting to note that the whole move towatds political tyranny is driven by unworldly academics. Is theis "Policy Network" another "Common Purpose" type organisation?

Most people don't think beyond their day to day existence with no thought put into the underlying abstract concepts that Government policy really targets.

The current smoking ban is merely a veiled attack on the principle of private property. But the Govenment gets away with it because too many smokers just treat the policy at face value. Great news for the socialists; the death of individualism by degrees.

So the social engineers are careful not to wake the lion.

And, sadly, the lion will remain sleeping.

Marxism was developed by unwordly academics. It was not a movement from the poor for the poor but rather a movement from the wealthy for the poor.

I think a permit would put off a lot of people who some times have a cigar for a special occasion for example.
I never normally smoke but on a rare occasion I might have a cigar if I am celebrating something.
If I was required to have a damn permit to buy a cigar and renew this thing every year I'd just not bother... I get a friend to go buy it for me.
The idea is silly, will cost a stupid amount of money and the lack of money brought in through tobacco tax due to falling sales will have to come from somewhere....
