I think the lad would have had the option to pay the fine or give notice that he intended to appeal it. Then it would either be dropped or go through the courts. Simply doing nothing, not paying and waiting for a summons for non-payment isn't going win friends and influence people.

As far as I am aware, with Council fines non-payment is your way of saying 'I will challenge it in Court'. After all, to comply with constitutional conditions, paying fines before going to Court is entirely voluntary, and cannot be forced upon you.

I hate it when that happens. It means an injustice has happened and the perpetrators have gotten away with it. I'd want to take it to court and show what a farce it was. Then is might not happen again.
