Ah, at last an opinion, and one I would say I generally agree with - though I am never sure how far the state should involve itself with such things. I am also sceptical about how effective these things are after the novelty has worn off.
The most important thing, surely, is who has to change the batteries?

A few points.
I think the state has to be involved in matters of road safety.
I take your point about the novelty value. But if the item is effective even for a period, surely it is worth using it at least for that period.

And the important point about the batteries.................
Well, if you look at the original article it says:

I took that to mean that they would be discarded when the batteries died. So nobody would have to change them
