It won't come to Edinburgh. Our council wanted Edinburgh to become the second city in the UK with a congestion charge - unluckily for them, they decided to have a city-wide referendum on the issue and were soundly defeated.

I don't think our council will have the guts to bring in a congestion charge for at least another decade or two.

That was the plan at first, maps came out for the 2nd phase which meant the M60 was the boundary.
The official maps have been nicely removed or hidden from Manchester Council site.
