If it is found that the complaint is unfounded then the complainants should have to meet the costs of the investigation.

To me, it sounds like a bit of a spat between neighbours and the complaint may be just a petty attempt to get one over on them. Just speculation. Who knows what has gone before to create such animosity?

Yes, I would agree there, as no decision has actually been made,
though from the news report it is not clear whether the two
properties in question are privatley owned/council purchased or
plain council housing. I do think that cigarette smoke is
not the real issue here, I am not a civil engineer, but I would
imagine that if smoke/cooking odours/cleaning product odours
ect. are passing so easily from one property to another, would
be more of a concern from a structural point of view than
anything else, anyone more clued up in this area?

Also how many country incomers don't like the smell of Cow/Pig/Horse (delete as appropriate) sh*t and try to ban it

i bet the "unnnamed woman" was an imogrent.

why she cant get a builder to fix the hole the smoke was coming in through i can't understand. maybe she thought it was deliberate.
