If it is found that the complaint is unfounded then the complainants should have to meet the costs of the investigation. To me, it sounds like a bit of a spat between neighbours and the complaint may be just a petty attempt to get one over on them. Just speculation. I do think that cigarette smoke is not the real issue here, I am not a civil engineer, but I would imagine that if smoke/cooking odours/cleaning product odours ect. are passing so easily from one property to another, would be more of a concern from a structural point of view than anything else, anyone more clued up in this area? |
