Talking on the phone and lighting up at the same time, whilst talking to your passenger should be banned - its dangerous.

I disagree. A phone call tends to put your mind in a different space, whereas talking to a passenger doesn't.

One only has to look at the average bod walking down the street to see this in action. Those talking to physically-present friends tend to be more aware of their surroundings than those talking on mobiles. Those on mobiles invariably get the "zombie look", sort of a detachment from reality.

I assume that this is something to do with the old saying of "90% of communication is non-verbal". Thus, when you don't have those non-verbal cues it takes more concentration to follow the conversation.

Fair point. But I don't often look at my fellow passengers when I'm driving.
