I presume that he has multiplied the amount over his 5 year term as an MEP, but I don't see how that is accurate, since we really are talking about everything taking place within a single financial year. Indeed, Tom Wise's principle avoidance of action against him was the fact that he paid the money back before the end of the financial year, as I understand it.
