Interesting point. My take on this is that NF has been in charge of the MEPs since at least 2004. If that wasn't enough, he then became leader of the party as well last year. He knows exactly what the MEPs will produce if left to do their own thing; nada.
Hence this must be a choice on his part to leave them doing nothing. Perhaps he thinks that they will just prove an embarrassment, or maybe they would be competition... who knows. Either way it is a major resource being under used.
NF's principle goal in 2009 is to double UKIP's vote in the EU elections, presumably gaining 15-20 MEPs in the process. But to what end? He doesn't seem to have a clue what to do with the ones he already has. What difference would more MEPs make?
UKIP MEPs should be the front runners in drumming up publicity for the party. Every day that they don't make an appearance in the media somewhere is a wasted day (I include the web, local rags etc in that).
The fact that these newsworthy individuals, with the exception of GB, make almost zero impact is entirely due to a lack of management from the party leader. He should have grabbed them by the scruff of the neck and got the best out of them. And if they can't do it themselves, he should have appointed individual press officers or teams to assist them.
You also state that the only national representative that you see is NF. That too is a major failing on his part. Not only does it make UKIP into a one man show, if something happened to him there wouldn't be a media savvy person to step into his shoes and take over. It means that no one else has the opportunity to gain that experience.
And how can UKIP really be taken seriously without spokesmen or a shadow cabinet? Even the green party have them. UKIP doesn't even bother to list any spokesmen any more!
