It's irrelevant. Imagine if the British government announced that income tax was going to be increased by 15% then. It's a tax increase or a spending cut in Britain regardless of how you look at it. Since Britain is, according to the news, now in recession, increasing foreign aid subsidies (which is what this is) is grossly irresponsible.

I dare say that the general level of taxation has increased more than 15%.

Except that those foreign countries are going to be more dependent on aid than they were before? People in Britain aren't likely to starve. Do you have any compassion?

Yes, of course. However it's still wrong to force people to distribute their money. Let food charities take care of providing emergency food supplies around the world. We pay our taxes for civic matters, not to pay for emergency food in other countries. There are people starving to death in the UK as well, you know. It may be slower, it may not be obvious, but malnutrition is a serious cause of illness in children and in the elderly.
