Thank you Richard, but I still fail to understand why abstention is not simply different from absent. Absent means, not there, abstention means the deliberate act of not doing.

If an MP does not vote in a division there is no way to determine if that MP was was in fact abstaining or absent. No formal mechanism exists to differentiate between the two. Some MP's therefore like to 'double vote' in order to clearly show a deliberate abstention as opposed to a simple absence.

Thanks for the very interesting explanation about the reason why an MP can and would vote twice.This puts pay to BB's original argument that Bob Spinks had lost the plot amd in actual fact was making a valid point.

Richard not wishing to labour this point, are you saying that there is no security system in place that registers the presence of MP's in the House.

As far as I am aware MP's simply have to show their pass in order to enter the House. To the best of my knowledge no record is kept as to who is present and if such information is kept it certainly is not made available to the public.

I would have thought that fire regulations would have required information on who was in the building.

Anglo, that had crossed my mind. When I met with Lord Stoddart in the Lords, we had to register, sign in be met and wear a badge, the Peers were also wearing ID's.

As I understand it, it is perfectly possible to be in the HOC but not be present for the division, i.e in an office (if you have one in the main house) or, of course, in the bar

So even if you crossed matched the security records, it would still be difficult to tell whether an MP not voting was actually absent from the division or just couldn't be assed to get out the bar.
