Bob Spink voted both ways, as many MPs do, to mark an active abstention or disagreement. He didn't vote in support, and he didn't not bother to vote. He actively objected for some reason.

The following part letter copied from "Eurofacts" 4th July ' 08
Why UKIP MP Dr Bob Spink should consider following the example of David Davis by resigning his seat on a point of principleFollowing the rejection of the Lisbon Treaty by the sensible people of Ireland, by a very large majority, our Prime Minister and Foreign Secretary have both declared that the UnitedKingdom will ratify the Lisbon Treaty..Does this not now present an irresistible opportunity for Dr Bob Spink - UKIP MP for Castle Point - to resign his Westminster seat, as a matter of principle, to stand as the only candidate offering to take the UK out of the European Union? He would not lack for opponents as the three main parties would hasten to name their candidates. The UKIP leadership should encourage Dr Spink to follow the brave action of David Davis, for if their candidate actually won a seat at Westminster a precedent would have been established. If he discusses things thoroughly with the party before voting contrary to our established views, we will have time to prepare a statement explaining why. If he agrees to do this (and honours that) then we increase the amount of resources available to his campaign in 2010. [Carrot] If he is totally unwilling to co-operate with us properly and simply wants our money and foot soldiers for 2010 then we would be well rid of him. [Stick]
