Boris did compare the EU to the Roman Empire. But he is an admirer of the Roman Empire.

Boris was very clear that there was a marked difference: People queued up to be citizens of the Roman empire, and we don't for the EU... he said they should find out why and address it...

The EU would ideally be great, but it needs improving to reach that state.

So Boris is concerned to 'improve' the EU, presumably so it can survive at least as long as the Roman Empire.

I wouldn't know. The mian objectives for my satisfaction have been met, we could just do without the pontificating, or else the EU faces the same fate as the League of Nations.
