Having been the holder of the office of constable I can assure you the police can arrest any one in the country, they are answerable to the law as it is written and only to the law as it is written. If any one should attempt to interfere with a constable in the execution of his duty they render themselves liable to arrest. Of course no one wants to be a martyr but constables take an oath to do the job without fear or favour malice or ill will, the vast majority of holders of this ancient office stick to the oath they took.

Yes, but they don't. They could arrest people for begging inthe street but they don't. If the Government uses housing associations as a means of social engineering and move class A drug dealers into flats to integrate them, the police will not act no matter how many residents complain. I have examples of this.
The new dodge is working in partnership. The spin is that it gives the community greater protection but in reality they cover up for each other - housing associations, police and council officials. We are being governed by corruption. I suspect it is getting close to the time when we are going to have to start witholding the portion of our counil tax that goes to the police.
