The "hug a hooligan" approach was set out by European Justice and Security Commissioner Franco Frattini as part of proposals to tackle football violence.
European Union officials believe "fan coaching" can change a culture of football fear and intimidation to one of team spirit and tolerance.
Among the EU's plans to change the behaviour of football fans are a menu of touchy-feely options aimed at promoting "shared understanding and common values such as fairness, self-discipline, solidarity, team spirit, tolerance and fair play."

Is there a menu of what crimes have to be committed to get which free holiday ? I fancy 2 weeks watersports in Jamaica at a good hotel, do I have to beak someone's leg to get that ?

Football fans causing trouble? Ban them from attending matches.

Default Frattini, Home Secretary, pro-immigration, EU, UK, football fans

Frattini (mentioned earlier in this thread in a quote from an article) is a political fool. Apart from his views on football fans - he is strongly pro-immigration and wants tens of millions of people to be allowed to come to the EU (i.e. to the UK).

This man Frattini is our real Home Secretary - his office has far more power over the people of the UK than does the useless MP who now holds the title of Home Secretary in the shambles that is the Brown Government.
