UKIP has a role after we leave the EU (if the EU doesn't collapse first).

A party is need in the UK which will work to safeguard our sovereignty once we are free of the EU dictatorship.

Parties will always flip flop. Until there is a UK libertarian party we will continue to see this.

I see opposition to compulsory ID cards as a most important part of libertarianism.

How can people who live in Parliamentary constituencies/council wards not contested by UKIP sign this pledge?

I mean - if there is no UKIP candidate standing in the seat/ward where one lives it is pretty hard to vote for the party.
