Grant Shapps MP announced that the Conservatives would abolish the £600 HIPs to help head off a slump in the housing market.

But chartered surveyor Mike Nattrass MEP, who represents UKIP in the West Midlands, said the MP was being "economical with the truth."

"It would be no problem whatsoever to scrap the Home Information Pack, but seeing as the bulk of it is the Energy Performance Certificate, required under EU law, it won't make a huge amount of difference.

"All that will happen is the certificate will be bundled in with the conveyancing, and the costs transferred over. The bill will still have to be paid.

"I can't believe that the Conservatives aren't aware of this, so they must be simply saying what they think is needed to get them into power rather than what they can actually achieve."

Mr Nattrass, who is a Fellow of the Royal Institute of Chartered Surveyors, added: "We need to be simplifying the system for selling property, not complicating it with more costly bureaucracy."
