To be fair Alan had given money previously and is a known entity to the party. When asked whether he was on the register he said he was because, as far as he was aware, he was on the electoral roll. So the party demonstrably acted in good faith when accepting the loan. Had Alan not donated in the past and had not been known by the party then you would expect some checks to be done.

Alan has said previously that he accepts that it was his error that he was not on the list, although he does not know why he wasn't, and so on that basis he would guarantee any losses to UKIP. It seems very reasonable to me.

With regards to Bown not knowing he wasn't on the electoral roll; that's entirely plausible. Since most councils stopped the expense of staff personally visiting houses to collect the electoral roll forms and relied on the postal service instead, it's become a postcode lottery as to whether you can assume your form has been received.

I know of a number of instances in the Midlands (including myself) where voters only found out they weren't on the electoral roll when they didn't receive their polling card just before the elections, making it too late for them to register to exercise their vote.

Last year, I hand-delivered my registration form; the previous year it had been posted but was ostensibly never received by the local Council. I'll be hand-delivering the form this year too.
