The official explanation for the delayed accounts, on UKIP.ORG, is this:

Andrew Smith, the previous treasurer, has decided not to accept the position again this year and a new treasurer has been appointed. Last year, Andrew had great difficulty in obtaining full accounting detail from some sources which are required for the full audit, which will take at least a month, I am informed. The audited accounts then have to be submitted to the Electoral Commission. The Business Meeting obviously cannot proceed until the audited accounts are available.
