Statement by the Returning Officer

The March edition of Independence News, which contained material for the election to the National Executive Committee, also contained articles from four of the candidates for this election.

As Returning Officer, I received complaints that this oversight gave an unfair advantage to those candidates. I accept those complaints and accordingly am arranging for the election to be run with the same candidates whose details will be published along with new ballot papers in the May edition of Independence News. I will also liaise with the editor to ensure that no articles or letters by any of the candidates appear in that edition.

This was discussed at Monday`s NEC.
There were two issues here.
One the articles by candidates in IndyNews and two the overlength submissions.
As he is ultimately responsible for these two mistakes, MZ took the decision to rerun the election in the next issue of IndyNews.
The overlength submissions will be cut back to 150 words.

When I saw the author of this thread I instinctively thought to check ukip@home to see if it had been posted.

By some bizarre coincidence, Basildon Boy has his news synchronised with another source. http://e-ukip-home.blogspot.com/

And this topic posted just 8 minutes after UKIP@home got the news, truly incredible.

I only read this news at ukip.org. For some reason BB did not go to ukip.org to verify the info and thus quote from what was said there. The only reason I can think of why he would only quote from e-ukip (if he is not e-ukip) is if e-ukip had the info before ukip.org. If so then UKIP should investigate who in Manic Monday or head office is leaking info to e-ukip. It sounds far more likely to me that there is no leak within Manic Monday or head office and that BB is e-ukip. I didn't believe that BB was e-ukip and I still can't say that I'm 100% certain but it seems increasingly likely that is so.

I was informed of this decision long before I read it on ukip.org by a non party member-------it seems the NEC is as sieve like as ever.

In fact, there is another serious issue that needs to be addressed related to the NEC elections.

Rule 5.4 of the UKIP internal procedure "Rules for the conduct of elections to the National Executive Committee" dated January 2007 (available to members on request, states that,

"Each voting paper shall be serially numbered."
and Rule 9.1 says
Quote:
"A voting paper shall be declared invalid if the voting paper does not bear a valid serial, number".
The procedure of printing and distributing ballot papers in an issue of "Independence" necessarily means that these rules cannot be implemented and this opens a great big opportunity for anyone who would like to control the result of the elections. Whoever controls the printing press, potentially controls the results.

MZ's stated intention of rerunning the election

, clearly does not address this.

Also unaddressed is the fact that those four candidates have had an opportunity to be image-promoted by the official organ of UKIP, whereas the other candidates will still lack this opportunity. To be completely fair, all the other candidates should be offered the opportunity to write a one page article in the next issue of Independence.

And to ensure compliance with the election rules and thus going some way to eliminate the potential for electoral fraud, at some time after that issue of Independence, the NEC elections should be held using separately printed and individually numbered ballot papers.

I belive Geoffrey Kingscott was working to address the issue of serial nos for elections, but he's no longer General Secretary :roll:
