All it says is that there was a referendum back in the 70's since then treaties have been approved by Parliament and if an attempt to introduce a constitution takes place then there will be a referendum.
I replied to my e-mail from 10 Downing Street.

'I am afraid your response does not reassure me at all. The fact that referenda are rare in the country and that other treaties had been ratified by Parliament simply demonstrates how previous governments, also, have seen themselves not as servants of the people - not wishing for government of the people, by the people and for the people - but to be their masters. The changes in our relationship with the EU through the treaties mentioned, has altered the terms of the original EEC to such an extent that it is now unrecognisable from its original form.

However, the key issue with your government is that you do not have a mandate from the people as, arguably, previous governments had. With just 35.2% of the vote and a turnout of only 61.3% just less than 21.6% of the voters chose your Party and your popularity as fallen since that time. If truth and honesty had any currency in this 'New Britain' you have created - you would admit that yours is nothing more than an interim government until a party which offers the voters what they want is elected. In the meantime, if integrity featured in your desired legacy, you would change nothing unless you were sure that the majority supported the change. These petitions tell you what the majority might want.'
