And that would mean the Conservative leadership would put each and every Conservative association under more pressure financially to make up the difference (i.e. make up the amount of money which they may have expected from Mr. Wheeler which might not now be given).

Such a move would not make David Cameron any more popular in the Conservative constituency associations. Some might have to make redundant staff in order to meet their annual financial quota (the amount each Conservative association is expected to find and give to central party funds).
