Preferably a joint decision between the governors and Head Teacher. Local authority should butt out.

I'm not a teacher, so not a complete expert. I would certainly say shift many more powers back to the schools themselves.

Simple

The pupils where the uniform of the school

If they don't like the uniform - choose a different school

If there are no schools that support the choice of uniform

Choose a different country !

You'll probably find some schools will allow it now.

All Children whatever their religious beliefs should wear the uniform of the particular school that has been chosen for them. School uniforms should be about all children being equal. Foreigners living in the UK should remember " When in Rome do as the the Romans do" I know I'm sick to death of bloody "Townies" moving down to Devonshire from "up Country" moaning about horse and cow **** in country lanes!

Teachers should be able to see children's faces.

The veil is not worn by, nor compulsory for all Muslim women. When I was in Jerusalem the Arab girls wore headscarves, but you could see their faces. In fact they wore headscarves, loose uniform tops and the most incredibly tight jeans! It annoys me that, away from the seriously fundamental countries, this debate is not even raised most of the time - Turks, Indonesians, Malays, Iraqis, Palestinians etc are happy for their daughters to cover their hair, but display their faces. That should be the limit in this country - and the headscarves should be in school colours.

The girl who demanded the right to wear the jiljab has left school and was photographed in jeans and with her hair uncovered - she had been using legal aid to make a cheap political point and the PC crowd fell for it hook, line and sinker.
