Default Welsh Assembly granted new powers

The Welsh Assembly is due to be granted more powers, assuming the Government of Wales Bill cruises to Royal Assent later on.

Given that UKIP have a separate Welsh chairman, a press officer and that the London press office had this on the press briefing yesterday morning, and that there are UKIP candidates for the assembly, why has nothing been said or released so far?

Is the chairman of UKIP Wales to concerned with his own election meanderings to be bothered with getting involved in local grassroots politics?
