NEC Proposal submitted 21st April by Anthony Butcher:
PROBLEM: Internal communication has always been one of UKIP’s weakest areas. Much of the frustration, hostility and confusion from the members can be traced back to being left in the dark. With more pre-emptive disclosure, half of our internal problems could be avoided. The problem goes all the way to the top of the party, as evidenced by the confusion over whether we still have a Deputy Leader or not. Since joining the NEC the new members haven’t received a single formal update on anything that is happening in the party, such as the fact that Andrew Smith was resigning (before it was published on the website), and that the Ashford Call Centre wasn’t closed down immediately following the NEC decision (hence the resultant mess). Any information received appears to be on a haphazard basis. As another example, the members were never informed that Ian Gillman had resigned from the NEC - he was simply removed from the website. The reason for this problem is that there is no formalised system for information dissemination. In other words, no one has the responsibility of telling anyone else what is happening. PROPOSAL: That the NEC appoints an Information Officer responsible for collecting and distributing internal information to all those who may need to know. SYSTEM: There are four parts to this: Collection – The Information Officer will need to be informed of everything that is happening, decisions made, any problems, delays etc. A formal list of the kinds of information needed should be distributed to all staff, NEC members and Branch Chairmen. Distribution – The IO will need to analyse the information and assess how far it should be disseminated, on a need to know basis as soon as possible. Answering Requests – As the collator of information, the IO will also be required to answer direct questions from members and staff. Recording Information – It will be very useful to have a formal archive of stored information such as when decisions were made, party accounts, appointments, contracts, research papers and so on. ISSUES: The IO will be very busy, especially to begin with while collecting the information. The IO will have to judge carefully who should be told what information, and a balance will have to be found between confidentiality and improved openness. The role may be suitable for the General Secretary, or perhaps someone appointed to run under his authority. The IO will have to be either an existing NEC member or a newly appointed ex-officio member. With such an authoritative position, the person will have to operate on a strictly factual basis, without offering opinions. |
