A flat rate of council tax. The numbers are unrealistic, so the actual amount would have to be much higher and someone in a studio flat would be paying the same as someone in a mansion, such as Roger Knapman's.

Agreed. As I said before "But I repeat, plucking a figure out of the air isn't the right way to go. You have to have a logic for having the tax itself, and then a logic for the way the tax is applied (who to, on what basis etc) and then a final logic for the size of the tax"
