To get policies the first thing would be to have someone with the spare time to organise it. S/he could advertise for helpers with knowledge on various subjects and then they could do it via the internet.

Eg I work in IT and have a Phd in Chemistry and speak 2 foreign languages so I could help develop our scientific/IT/ or immigration policies. (Believe me if you speak a foreign language and live in London you have a better understanding of immigration than Tony Blair).

Who has the spare time to start this ? Assuming it is not a stupid idea !
