The Party Constitution, Party Rule Book and the Constituency Association Rules are three separate documents. For Example, Party Constitution Paragraph 7 deals with the NEC. There is no Party Rule Book as such, simply an amalgam of rules ,presumably the authors of the original Constitution intended to compile a rule book but failed to do so and there has been no amendment of the constitution to clear the matter up.

I presume that Alex McKee`s EGM was called to adopt one of the versions of the Assoc Rules .

The new draft Constitution deliberately does not refer to Party Rule Book but to Party Rules.

The Constitution always takes precedence over any rules if there is material difference between the two documents.
A new set of rules will have to be drawn up once a new constitution is agreed by the members.

When I was Party Sec/General Sec, I always found that a request for the rule book was satisfactorily answered by stapling together the NEC Election rules, Discipline rules, Conference Standing Orders, Constituency Asssociation Rules etc. Hey presto, it's not rocket science.

All these sets of rules were drawn up by the standing orders committee and approved by the NEC. Some of them have links on this website, but not the official UKIP website.

There are also a few ad hoc rules passed by the NEC (such as not leaking confidential NEC information to Greg Lance Watkins :wink: and a short-lived prohibition on NEC members communicating by email :shock: ), which I always kept a log of at Head Office. Presumably the current Party Sec or Gen Sec does likewise. I don't see why this should be such a problem.

This seems to be a mere diversion from the important matter of the leadership's proposed amendments to the UKIP constitution. I am amazed that the proposals are being put with no chance for discussion with members or even branch chairmen. Not how we used to do things in my day. :cry:

Pretty much yes. However, the copy of the rules we got was produced by HO. I'll get it scanned at some point.

Two comments:

1. The new constitution excises any reference to the rule book.

2. No mention of websites, national, or other, e.g. who is in charge!
