EU constitution. As most Spaniards do not seem to have read it, and in computer software you cannot use something until you have read the terms and agreements, should not ability to vote in the UK EU Referendum be made subject to a signed agreement by each and every voter that they have read the constitution document ??

No.
The EU would shrink-wrap it so that, by undoing the shrink wrap, you have agreed to be bound by the terms and conditions therein............. Actually I'm amazed they didn't think of that! |
