He's lucky - had he done that in a coupla weeks he'd have been fined five grand.

Dunno - in this context the cows heart was a 'socket' and minor work to a socket is allowed!

Nope, the closest it came to mentioning directives was:

The difference between EU Legislation (whether it be directives or regulations or whatever) and standards is - IMHO - an important one. I am not just nit-picking here!!

It is easy to find detailed information about the proposals, amendments, debates and discussions, a great deal of which happens in public, which bring EU legislation INTO phpbb_being, but I cannot find (and if anyone can correct me on this I would be very pleased to hear about it) any public information about the process of adoption of European standards, which appears (and again, correct me if I am wrong) to take place well away from public view.
