They were suspended, and so I guess the leadership have chosen the candidate as they saw fit!

Surely the branch that was suspended, as discussed in the other thread you've linked to, was UKIP Stafford? The branch referred to in this thread, which may or may not have Mike Nattrass as its PPC, is UKIP Stone. :?

My mistake! ops:

Though according to the official UKIP site, it was an admin blunder.

I'll leave it up to people to decide whether that is true or not. I am sure we will see it cleared up in the next week or so (I HOPE).
