As i understand it in poorer countries people had big families not because they loved children but because it was a necessity to survive in older life(we had this in bygone years) the problem now is in western society certain elements of society are reliant on the state because the state made it available. I know of one person at my school who was in my class who has never worked but has had ten children all of which have been troubling the local area, so not only are we paying for his irresponsibility we are paying the social costs of his troublesome children.
There is no easy answer to this the only way i can see is to make people wake up to their responsibilities as parents and the only way i can see this being achieved is to take away benefits that make it so easy to go the other way.
