Depends what you mean.

The Queen is English because she was born in England. The same goes for me but I would hardly be welcome amongst the more serious English nationalists.

Rio Ferdinand likewise was born in England but his heritage is Afro-Caribbean and Anglo-Irish so ethnically he isn't English.

The Queen, myself and Rio Ferdinand are all equally English because we were born in England but our heritages come from outside England. I am more likely to be regarded as ethnically English that Rio Ferdinand is but in actuality I share the same proportion of English ancestry as he does.

The Queen, however, is ethnically more English than both myself and Rio Ferdinand.

Lumping us in with the English would have dragged down our averages.
Scots probably feel the same way.
