If a majority agreed to stay in, you couldn't have a civil war because that would go against the majority wishes!

Well you could, but you would just be going against the majority. Then you get into the debate of whether they are a majority through being conned/brainwashed/etc.

What about Canada becoming part of the North American Union? Which will eventually merge with the EU?

Assuming that the referendum question will be fiddled ( eg vote yes for world peace and rule by the EU or No to poverty and outer darkeness) .....
a) Use the system against and to humiliate the system
b) Do what the IRA did despite being voted down ( but against EU buildings not people)
c) Prepare for negotiation and victory as a result of b
