I'm talking about in the case of torture; both morally and physically this thing is wrong.

I work 8 hours at a time in temperatures that vary from 40c to 50c, it really is not that bad I can assure you.

Akira, ignoring the fact that morals are subjective, how is dispersing people by making them feel a burning sensation somehow morally worse than shooting people?

I'd rather be heat-ray'd than shot.

Just politely request that they disperse and send in crowd-control units if they don't; better yet, just leave them. Respect their right to free speech and, if things get violent, it's their own fault for being idiots.

Are you kidding? Just let it get out of control? Have you ever seen a may-day riot before? Also, why endanger the safety of Police Officers when you can disperse the crowd with a heat-ray and mop up the remnants afterwards. If the Police had their way, we'd already have water cannons.
