Admittedly I didn't read it all; I skimmed, it seemed like it was trying to relate correlation and causation.

Maybe there are prosaic explanations for the effects observed.
Fewer accidents during a full moon could be because of better visibility for example.

The moon looked MASSIVE the last time I saw one. Amazing stuff looking up into the sky and thinking what an insignificant little spec we are really.
