The News of the World today reports (in an article titled "We nail most evil driver in Britain") that a "banned driver who left a young boy for dead in a string of three hit-and-runs is sticking two fingers up at the law by getting back behind the wheel."

Yes, this is where the law is now totally screwed up.
People who don't hurt anyone but drive a few miles over and arbitary limit, set when cars were utter rubbish, get hounded, fined and a conviction. While scum like this, who deserves the book thrown at them and actually DID hurt someone, is walking/driving around taking the ****.
