Large numbers of those who self identify as 'Welsh' are of English or Irish heritage, especially in the south and east. The 'ethnic Welsh' are largely restricted to Carmarthenshire and West and North wwest wales (those areas which until the last fifty years or so were Welsh speaking communities; only some of them remain so).the idea that the Welsh are one homogeneous, harmonious people is a myth!
Of course it is the same in England too, where many who identify as 'English' are actually of Welsh, Scottish or Irish descent.
We are all indigenous however and all ethnic British.
