It's a shocker I agree. In my view only the poorest should be net recipients but that is presumably the consequences of 15 years of Labour creating ever more welfare dependency higher and higher up the income scale.

If you try to tell me that is not happening I cannot agree with you because I have direct experience of both tax dodgers who have been reported and allowed to continue dodging and pensioners that are being hounded for increased tax payments i.e. my mum.

In pension credit alone, £3 billion is unclaimed. If you means tested for say fuel allowance and it was apparent the applicant actually qualified for a benefit he wasn't receiving the government would be morally obliged to ensure that was paid too.
It would be the same with say family allowance. If it was means tested it may be discovered that low paid workers aren't claiming a small amount of housing benefit they may be entitled to.
So you can't just say that paying only the poorest would save much money.

And all this spending on welfare is funding a lifestyle that the country can't afford.
In 2011-12 we had a deficit of £121 billion. Total spending on welfare alone was £232 billion.
Then we wonder why we can't get a government with a change of policies when 60% of the electorate is bought and paid for.
But we've had a government with a change of policies. Labour tried to introduce welfare reform and mainly failed. The Tories got in on a promise to reform it and are making things worse by throwing thousands out of work.
It won't change until jobs are created for British people, mass immigration is stopped and any unemployed foreigners sent home.
