You should have to, but did you knwo that Commonwealth citizens can also vote? Students and the like, Aussies, Africans etc. as well as immigrants from across the Commonwelath?
Youd think the Tories woudl do away with this disgusting infringement of our democracy wouldnt you? Why should someone who is here just for a few years (at least theoretically) isnt even one of our own citizens be able to influence who rules us? Given the scale of immigration no doubt Milliband will win next time, and the time after, indeed for evermore, and Cameron doesnt seem to mind.

What do you mean?
The effect of the poll tax was that if you were on the electoral roll you would have to be 18 and therefore liable to pay the community charge. It wasn't a tax on voting, but it certainly thinned the numbers out.
