The BBC has a guaranteed income, which means that it can churn out propaganda which many of its customers, (licence fee payers), regard as hostile to themselves, the ones paying for that very propaganda. The BBC doesn't need to pay any regard to its customers, because those customers have to fund it by, law even if they never watch a BBC channel.
Commercial TV's revenue depends on the size of its audience. If a channel's viewing figures decrease, then its advertising revenue decreases. In the case of commercial TV, people can withdraw their custom, without losing the option to take their custom elsewhere by viewing rival channels.
Customers can choose not to buy a product or service, if they disagree with a company's advertising policy. There is no choice when it comes to the BBC. Their mind numbing pseudo adverts still have to be paid for even if a person never buys that BBC product or never watches a BBC channel. When I still used to watch BBC, before I wised up to them, I was often heartily sick of a programme before it had even been aired, simply because of having seen its trailer twenty two million times on BBC channels.
