No such condition was a prerequisite for the establishment of the Scottish Parliament or the Welsh Assembly.............and as for Stormont.......

The decision making processes are procedural and their quality is independent of the any consideration of ethnic identity.
If you mean the quality of the decisions themselves, then I would suggest that any noticeable improvement in any of our representative bodies could only be achieved with the aid of piano wire, lamposts and machetes.
It is still desirable for those who propose, draft and vote on issues affecting constituencies in England to be answerable to constituencies in England.
