    No such condition was a prerequisite for the establishment of the Scottish Parliament or the Welsh Assembly.............and as for Stormont.......

    The decision making processes are procedural and their quality is independent of the any consideration of ethnic identity.

    If you mean the quality of the decisions themselves, then I would suggest that any noticeable improvement in any of our representative bodies could only be achieved with the aid of piano wire, lamposts and machetes.

    It is still desirable for those who propose, draft and vote on issues affecting constituencies in England to be answerable to constituencies in England.

    I am glad you were impressed.

    It would be like saying that the criterion for relegation from the Premier League is ethnically dependent.

    You could, of course, say it, but it might lack power and clarity.
