    This is how Gavin Hewitt the BBC Europe editor is "spinning it":

    He didn't veto anything, he just refused to sign a piece of documentation.

    Well he was delighted at first. Then earlier this morning he was annoyed. Now he's just confused.

    But he blamed French and German "intransigence" and pressure from Eurosceptic Conservatives for putting the PM in "a very difficult position".
