That is a very good point. Also the Soviet Union appealed strongly to nationalist sentiment when they felt they could use it. The film "Alexander Nevsky" comes to mind but there must be a lot more.
During WWII the practice of having mixed up regiments was noticed to be failing and so they started having regiments made up of men from particular geographical, ethnically related, stocks. This worked far better.
