    Speaking in an interview, SPD leader Sigmar Gabriel affirmed his belief that a referendum was absolutely necessary for any Treaty changes brought about by the enactment of the permanent rescue fund in 2013.

    The Social Democratic Party in Germany is called SDP. The leader of the SPD is now asking for a referendum if there are any further treaty changes. The euro rescue package will involve treaty changes. This is a substantial change of policy for a party in the very pro-EU country of Germany.
