It's called either bribery or blackmail depending on which end of the stick you get hit with.

The promise of lots of dosh in return for "regionalisation" and the rubber stamping of central government development plans.

I predict that most councils will fall for it - Goodbye England.

Worth studying. UKIP has no idea how local government works and as aparty has shown no interest in potential avenues in its scope & procedures to make a political impact.
