Henry Kissinger evades international arrest warrant for war crimes
It seems that Henry Kissinger as Rockefeller’s right hand man had to be at the meeting even though there existed an International arrest warrant from France and Spain who wish to charge him with war crimes from the Chile war. The Spanish and French say Henry Kissinger is implicated in the death of French and Spanish in the war in Chile.
A delegation of Irish and some other nationalities asked the Irish Police force (Garda) to arrest Henry Kissinger who was resident in the hotel on foot of the warrant.
Later the Police/Garda forces lame excuse as they processed the arrest warrant was they were blocked due to the fact the Irish Department of Foreign Affairs were required to process the arrest warrant and that office is closed on weekends.
International Criminals have free reign on weekends in Ireland.
Therefore Henry Kissinger escaped Sunday morning at 11am probably with a police escort to the airport.

The US before Vietnam.
[The night before the launching of the actions against North Vietnamese facilities on Hon Me and Hon Ngu islands, the US had launched a covert long-term agent team into North Vietnam, which was promptly captured. That night (for the second evening in a row) two flights of CIA-sponsored Laotian fighter-bombers (piloted by Thai mercenaries) attacked border outposts well within southwestern North Vietnam. The Hanoi government (unlike the US government, which had to give permission at the highest levels for the conduct of these missions) probably assumed that they were all a coordinated effort to escalate military actions against North Vietnam.[13]
The incident.
Daniel Ellsberg, who was on duty in the Pentagon the night of August 4 receiving messages from the ship, reported that the ship was on a secret electronic warfare support measures mission (codenamed Desoto) near North Vietnamese territorial waters.[14] On July 31, 1964, USS Maddox (DD-731) had begun its intelligence collection mission in the gulf.
First attack.
On August 2 Maddox radioed it was under attack from three North Vietnamese Navy P-4 torpedo boats 28 miles (45 km) away from the North Vietnamese coast in international waters.. Maddox, suffering very minor damage from a single 14.5-millimeter machine gun bullet, retired to South Vietnamese waters where she was joined by the destroyer USS Turner Joy. .
This account, however, has come into sharp dispute with an internal NSA historical study[8] which stated on page 17:

On Dec. 10, 1974, the U.S. National Security Council under Henry Kissinger completed a classified 200-page study, “National Security Study Memorandum 200: Implications of Worldwide Population Growth for U.S. Security and Overseas Interests.” The study falsely claimed that population growth in the so-called Lesser Developed Countries (LDCs) was a grave threat to U.S. national security. Adopted as official policy in November 1975 by President Gerald Ford, NSSM 200 outlined a covert plan to reduce population growth in those countries through birth control, and also, implicitly, war and famine. Brent Scowcroft, who had by then replaced Kissinger as national security adviser (the same post Scowcroft was to hold in the Bush administration), was put in charge of implementing the plan. CIA Director George Bush was ordered to assist Scowcroft, as were the secretaries of state, treasury, defense, and agriculture.
The bogus arguments that Kissinger advanced were not original. One of his major sources was the Royal Commission on Population, which King George VI had created in 1944 “to consider what measures should be taken in the national interest to influence the future trend of population.” The commission found that Britain was gravely threatened by population growth in its colonies, since “a populous country has decided advantages over a sparsely-populated one for industrial production.” The combined effects of increasing population and industrialization in its colonies, it warned, “might be decisive in its effects on the prestige and influence of the West,” especially effecting “military strength and security.”
NSSM 200 similarly concluded that the United States was threatened by population growth in the former colonial sector. It paid special attention to 13 “key countries” in which the United States had a “special political and strategic interest”: India, Bangladesh, Pakistan, Indonesia, Thailand, the Philippines, Turkey, Nigeria, Egypt, Ethiopia, Mexico, Brazil, and Colombia. It claimed that population growth in those states was especially worrisome, since it would quickly increase their relative political, economic, and military strength.

So Kissinger ordered bombing of Cambodia without targets because that would certainly include communists in the deaths.
