I see the whole PFI/Private sector line of things in my area of work. I certainly don't think it's the right approach. It's all about who can make the most amount of money and that means cutting corners, lazyness under researched projects etc.
What annoys me is you tend to see the big companies land the contracts and they have a consortium of smaller firms who the pass the work onto. This then spreads the blame. The big company can also flex it's muscle and screw over the smaller company to get things done (which can have the negative effect of putting them (the small firm) out of business). Of course when the project is finished, the credit will go to the big firm. If the project is a flop, then the smaller firms become the scape goat, as the big firms just shurg of the failure and then use the same old people in places to get another contract.
