It is sad but every single country or group in the world which gives aid gives to countries and organisations which frankly no sane private individual would ever think of supporting . Far worse than the USA are France and China. The EU's record is also very despicable. As for some of the oil rich countries e.g Iran, Venezuela much of their aid is specifically targetted at terrorist organisations and they dont even bother to disguise the purpose of their aid.
