Default EU driving licence - so we will have two I.D. cards?

EU driving licence on the way
19.01.2005 - 17:40 CET | By Lucia Kubosova

The new EU driving licence has received the first nod of approval from MEPs bringing it one step closer to replacing the over one hundred types of driving licences currently issued across Europe.

The transport committee of the European parliament approved the new standard driving licence format with a strong majority on Wednesday (19 January).

The European driving licence is to have the form of a credit card and it will be valid for the same limited period in all member states.

It could also include a microchip with all the information on a driver.

The new legislation aims to step up road safety and crack down on fraud involving driving documents, but it will also cause large costs for member states and numerous changes to their national practice.

Efficient or bureaucratic?
Once the new rules come to force, EU countries will have ten years to start issuing all new driving licences on a harmonised model.

The licences will be valid 10 years for cars and motorcycles and 5 years for trucks and buses. However, the MEPs refused the Commission´s plan to make drivers over 65 renew their licence every 5 years.

Such provisions are likely to anger citizens from countries where licences are issued for a lifetime and where there is no obligations to undergo regular examinations. Medical checks for drivers over 45 may also prove burdensome.

Philip Bradbourn, a British Conservative MEP, criticised the debated legislation as bureaucratic and over-regulatory.

Speaking during the debate in the transport committee, Mr Bradbourn suggested that the directive would cause "inconvenience to drivers having to renew their licences and is prejudicial to elderly drivers who have an excellent safety record."

However, experts agree that harmonising the driving licence is expected to benefit motorists because individual countries should no longer apply differing restrictions on non-national licence holders.

The new legislation also introduces a driving licence for mopeds and common "minimal requirements" for qualification of driving examiners.

Adding microchips as part of the plastic card-licences remains up to member states to decide individually.

Amid concerns by some NGOs about possible abuse of information, the European Commission, as the main legislative initiator, argues that the existing laws protecting personal data should prevent it.

Already have a stupid little EU flag on mine. I need to get a little UK sticker to cover it up.

Just like any other bloated, oversized beaurocracy, one arm doesn't know what the other is doing.

That or they are putting plan B in place, in case plan A fails.

The driving licence I have is quite adequate.

I'm waiting for little EU badges on condoms. They will probably decree that all rubbers must be properly ventilated to allow the member to breath.

EU birth certificates.
EU Insurance to replace national insurance.
Similarly the National Health Service - E.U.H.S.

Basically replace U.K., British, English, Scottish, Welsh, and Irish wherever they are found with E.U.

And that is just the beginning ....
