At least £1.8 billion paid in inflated claims to Europe's agro-industry has never been recovered by Brussels even after the exposure of the abuses, according to a report by the European Union's senior watchdog yesterday. A blistering report by the European Court of Auditors found that 83 per cent of all inflated farm payments under the Common Agricultural Policy discovered by auditors since 1971 had never been paid back.

And that is just the fraud that they know about. I imagine that they are rather reluctant to look deeper because they know that the problem wil be much worse than they admit to at the moment.
